There are 15 members in the Chinese rescue team. This number seems rather small compared: one, to the number of casualties and damage caused by the earthquake and the tsunami in Japan and two, to the number of people in China. In addition, it seems that there are more news reporter than actual members.
I don't really know how to see it. In a way, symbolically, it could be seen as good since the two countries have had strain relations.
But it could also be seen as China saying to Japan: "Here you go it is all you get".
